"if a hostile state sold a newspaper but every copy of the newspaper you purchased also contained a GPS tracker that showed where you carried that newspaper, as well as malware, but the articles in that newspaper were all publicly available via HTML, banning the sale of the newspaper would be censorship?" Yes, it's still censorship.
