Tim Anderson In a libertarian world, coal companies wouldn't be able to spew pollution into the atmosphere that crosses over into other people's property. They'd have to buy the right to do so or pay the neighbors a fine. They'd also be held liable for the deaths that they cause (10,000 / year in the case of coal plants). In the case of potential risks like nuclear power, the libertarian solution is to require insurance to compensate those who would be injured or killed if the plant blew up. This would incentivize industries with high potential risk (chemical plants, nuclear plants) to pay for safeguards and to locate away from population centers.
