I think a pause is highly unlikely.  More likely is that the USG will annoint a few cronies (OpenAI, Google, Anthropic, etc.) and then try to suppress everyone else. But let's assume the US and Europe successfully enforce a pause, but Russia and China don't.  Won't they end up with weapons that could end the world, while we sit defenseless?   How is this good for us?
