As I wrote: "As USVIers are mostly black Democrats, they're likely to be suspicious and fearful of a bunch of white libertarians proposing to make significant political changes to USVI. ... In order to assuage suspicion, and reduce the possibility of a violent crackdown by the existing political class while the project is in its infancy, I recommend a "friends first" strategy. Instead of immediately trying for large, scary political changes, I recommend that libertarian activists move to the island, and first demonstrate value to the existing citizens outside of the political realm.
