Zera It's difficult to get people to move to a different state for political reasons. The bonds of family and friendship are strong, and once people have put down roots, it's hard to get them to move. As a result, people will only move if they expect substantial wins for moving. Even though NH is the most libertarian state, libertarians are still a tiny minority. So, to win office, they typically run as Republicans and collaborate with Republicans on issues where their goals overlap (guns, taxes, homeschooling, etc). The NH Republican party, like the Republican party nationally, is populated by people who tend to be rural, blue collar, socially conservative, xenophobic, homophobic, and Christian. Therefore, there is much more cultural fit between the NH Republicans and the rural, blue-collar, socially conservative, xenophobic, homophobic, Christian wing of the libertarian movement (Ron Paul Republicans / Hoppeans). There is much less upside to moving for the urban, white collar,socially tolerant, pro-immigrant, pro-gay, atheist wing of the libertarian movement (Cato/Reason).
