> Have a disability the private school doesn’t want to deal with Well, that's not true.  There are many private schools that specialize in children with disabilities.  Many of them have tuition rates lower than per student spending of government schools, because they don't have to pay for all of the featherbedding by the teacher's unions. Also, have you seen the literacy / numeracy rates of government schooled kids?  Many government schools are failing to educate most _non_ disabled kids.  What good is it if you accept disabled  students if _all_ the students receive a poor quality education?
