Brian Trosko Criminals cross freely from California into Nevada (and vice versa).  To catch those few criminal crossings, do you think it would be rational to build a giant wall on the Nevada/California border,  staff it with hundreds of thousands of border guards, and make it so hard to move across that it was practically impossible for most people to accomplish?
