Stephen Bachelor I'm saying that the best we can do is invite people to comply voluntarily. Most people want to live, and will comply with requests that they think will save their lives and those of their loved ones, if they think the source is trustworthy. Pointing a gun at someone's head and saying "comply, or I'll kill you" destroys trust. As people don't want to be caged or killed, they will comply in the moment, but then work vigorously to sabotage, sandbag, or sidestep what you want them to do.
