Praveen Sinha ICE won't be cut because he ran on an anti-immigrant platform to win the vote of nativists. The military won't be cut because it's a fantastic way to enrich himself by directing military contracts to his cronies.   Also many a Congressman feed on the military gravy train in their states.  If he wants to pass anything through Congress he won't knock that gravy train off track. Prisons won't be cut because police and prison guard unions are a powerful lobby, and he doesn't want to piss them off.
