Private airlines have an incentive to find the right risk / reward tradeoff that satisifies the most customers in the market segment they're aiming to satisfy. Most safety features also add to cost, and many people prefer lower cost to added safety. For example, a flight in a Gulfstream 5 is probably safer than the same flight in a Cessna 172. But many people would prefer the Cessna due to the much lower cost of operation. Regulators tend to impose regulations that force a "one size fits all" risk / reward tradeoff on everyone.
