Taryn East Sure you can.  You think Walmart or Amazon can't buy in bulk?  In fact, you would pay less, since you'll be more parsimonious with your own money than some government bureaucrat spending other people's money. Have you never seen the premium that the DOD pays for goods that cost ten times less in the private sector?  Do you think that same wastefulness doesn't happen in the rest of government?
