Sparr Risher Yes, some libertarians are minarchists, who think that the government's role should be limited to creating and enforcing laws, adjudicating disputes, and national defense. As you've experienced, however, government contract enforcement is costly, time-consuming, and often nonsensical. Therefore, it's puzzling to us that you want more and more of our lives ( healthcare, housing, finance, etc)  controlled by the same dysfunctional institution that has caused you such loss (of time, energy, money, and mental peace).
