Shaked Yes, and Patriot Act was  only supposed to apply to "terrorists", the income tax was only initially for "the rich", and censorship laws are only supposed to apply to "child sex traffickers". Propagandists for big government expansion often pitch new programs as only applying to some disfavored outgroup (big business, immigrants, Jews, "banksters", etc).   Never you, innocent citizen.
