Keith H. Peterson > Nothing prevents the illegals from immigrating according to the rules. Well, except the rules themselves.  It's like saying "Nothing prevents people from buying guns legally", when gun control laws make it almost impossible for anyone but wealthy people and the politically connected to buy guns.
