Akos Magyar In Oregon, they reduced the penalties for users, but drug use was still  illegal.  In BC, possessing small amounts (2.5 grams) was decriminalized, but possessing more than that subjects you to arrest. And in both places, production and sales of drugs was still highly illegal.
