Jedi Hill But what would incentivize the US / Canada governments to allow you create a new territory? In the case of USVI, they are already a territory, and a net tax burden on the US. They are far from US mainland, both physically and mentally. Few US citizens would know or care if they demanded more autonomy or seceded. Do you think the same would be true if you created a giant floating island in the heart of the US / Canadian mainland? If you register your island as a ship, wouldn't you still be governed by US / Canadian law? Wouldn't residents have to be US /Canadian citizens? Wouldn't the foreign born have to immigrate to either the US or Canada (a difficult, costly process)?
