Jeremy Dean I like this idea.  I would also require that new residents be sponsored with a "exit" fund, that would pay for someone's first/last rent plus three months or so of income. In my experience troublesome members of a community generally aren't fundamentally "bad" people, but people who suffer from mental illness. As a result, they also have trouble finding work and are in poverty.  They dig in their heels and refuse to leave because they fear that they will be on the streets otherwise. If they have an exit fund, they can leave with the knowledge that they at least have a place to stay until they can find work to support themselves.
