1. Fine by me. 2. No, law enforcement should protect the rights of all people all the time. Suppose you allow law enforcement to develop a culture that does not protect the rights of immigrants (free speech, habeus corpus, etc). What makes you think the censorship / prison apparatus won't be turned on you? Do you think the sub-100 IQ cop cares whether the prisoner he is beating was born in New Mexico vs Mexico? What happened with the RICO statutes? The War on Terror statutes? Have they only been used to prosecute mobsters and terrorists?
