Pierce Wetter Here's the Ellis Island process in brief: "Ellis Island, operational as the primary U.S. immigration station from 1892 to 1954, processed over 12 million immigrants, primarily from Europe. The screening process was designed to exclude individuals who might pose a health risk, become a "public charge" (dependent on government aid), or violate other legal standards. It involved both medical and legal inspections, with the goal of admitting only those deemed fit for American society. The process was rigorous but efficient, often taking 2-5 hours for most immigrants. Only about 1-2% were ultimately denied entry, though around 15-20% were detained for further checks." If we returned to the Ellis Island process, that would be even better than my sponsored immigration proposal (but it wouldn't satisfy many nativists, who would complain that it didn't address the fact that our welfare state has grown enormously since then).
