The FSP depends for its success on _concentrating_ enough libertarians in a single state that we can take over the government / culture. We currently don't have enough people to be confident of maintaining our hold on New Hampshire, let alone Maine.

IMO, it would only make sense to expand the FSP to another location if and only if that new location offered substantial advantages that New Hampshire does not offer.
For example,
1. Many people don't care for cold weather.
2. NH isn't very accessible to foreign born libertarians.
3. With only ~50 K libertarians in state, its a slow slog changing the laws/culture of 1.4 million people.
Expanding to Maine doesn't correct for any of those downsides.
