In the San Francisco Bay Area, housing is so expensive that many people live in RV's or cars. In response, many cities passed ordinances which ban living in vehicles.
However, a 2014 9th circuit appeals court decision invalidated anti vehicle sleep/dwell ordinances.
The decision reverses Mountain View's 2013 ordinance which made "sleeping in one’s own private vehicle a crime punishable by a $1,000 fine or up to six months in jail":

Marin County also stopped enforcing their anti vehicle camping law:
