Shower thought: Allow voters to vote on individual laws, instead of voting for representatives. However, for their vote to count, voters must contribute $20 to a victim's restitution fund, such that if the law proves to be a bad law and is repealed, the victim's can receive some restitution for the fines/prison time they served.

Laws can be repealed, on the other hand, by a simple plurality of votes.
