I agree with Kauffman that the ISP market is not wholly free. As he points out, no market is. However, I think it's a matter of degree. While it's true that payment services are a government created chokepoint, there are many ISP's in the world. And I don't think the existence of said chokepoint should be used to justify further government intrusion into the market.
