Many states (such as California and New York) have "may issue" gun permit laws. Such laws give the state discretion to demand that someone prove "just cause" before being issued a permit.
As a result of "may issue" laws, it's effectively impossible for most average citizens to legally carry a gun in cities like New York City, San Francisco, and Chicago. (Unless you're rich, famous, and politically well-connected.)
